About BBFRA
Baldwin Borough Firefighters Relief Association
Our Mission
The Baldwin Borough Firefighters Relief Association provides financial protection and support to volunteer firefighters and their families when injury or misfortune occurs in the line of service. We manage Pennsylvania state relief aid responsibly for firefighter-benefit purposes.
Our guiding principle: Everyone Goes Home.
What is a Relief Association?
Under Pennsylvania law (Act 84 of 1968, codified as 35 Pa.C.S. § 7411 et seq.), each municipality with a volunteer fire company may establish a Firefighters Relief Association. The Relief Association is a separate entity from the fire companies themselves — it serves all active volunteer firefighters across Baldwin Borough's fire companies.
What We Do
- Provide financial assistance for medical expenses and lost income when firefighters are injured in the line of duty
- Offer death benefits and survivor support for families of fallen firefighters
- Fund annual firefighter physical examinations
- Manage insurance programs for active members
- Support equipment and training needs as permitted under state law
- Distribute state relief aid in accordance with Pennsylvania Auditor General requirements
State Aid & Oversight
The Relief Association receives annual state aid distributed under Act 205 of 1984. These funds are subject to strict oversight by the Pennsylvania Auditor General, who conducts periodic audits to ensure compliance with authorized expenditure categories. All financial activities are reported annually and are a matter of public record.
Our Relationship to Fire Companies
Baldwin Borough is served by multiple volunteer fire companies. The Relief Association is not a fire company — it is a separate organization that supports firefighters across all companies. While we work closely with the fire companies, we maintain independent governance and financial management as required by Pennsylvania law.
